Primary Purpose

Provide strategic Human Resource and talent management support to assigned client group. Responsible for assessing Human Resource needs and developing solutions. Serve as a consultant on Human Resource related matters.

Minimum Specifications

Education

  • Bachelor's degree in human resources or related discipline required.
  • Master's degree in human resources, business administration or related discipline preferred.

Experience

  • Three (3) years of Employee Relations, Human Resource Generalist, or Human Resource Business Partner experience required.
  • Experience conducting investigations and resolving employee relation issues ranging from basic to complex required.
  • Recent experience in a healthcare Human Resources setting preferred.

Equivalent Education and/or Experience

  • Seven (7) years of experience working in an Employee Relations, Human Resource Generalist, Human Resource Business Partner, or comparable position in a healthcare environment may be considered in lieu of a bachelor's degree.

Certification/Registration/Licensure

  • Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM Certified Professional (SHRM-CP), or SHRM Senior Certified Professional (SHRM-SCP) or commitment to obtain within two years from date of entry into position required.

Skills or Special Abilities

  • Excellent verbal and written communication skills including the ability to communicate effectively and professionally across disciplines. Ability to communicate complex information in understandable terms.
  • Strong interpersonal and conflict resolution skills with the ability to establish and maintain effective working relationships across and beyond the organization.
  • Working knowledge of multiple human resource disciplines, including compensation practices, employee relations, diversity, performance management, and workforce planning.
  • Ability to write clearly and succinctly with a high level of attention to detail.
  • Excellent analytical and problem-solving skills.
  • Demonstrated ability to respond to the needs and emotions of people under stress.
  • Solid understanding of federal and state employment laws as well as regulatory requirements and standards of accrediting organizations such as the Joint Commission, NCQA, CARF, CMS, etc....
  • Strong time management skills with the ability to handle multiple demands and respond to rapidly changing priorities.
  • Proficient computer, Share Point, and Microsoft Office skills. Ability to learn new software programs.

Responsibilities

Workforce Strategy

  • Work collaboratively with leaders to align Human Resource strategy with business objectives.
  • Assist with strategic workforce planning activities such as conducting interviews, completing flight risk assessments, and data collection.
  • Provide guidance and support on workforce redeployment and restructures ensuring compliance with established guidelines.
  • Assist leaders with creating and/or revising job descriptions. Facilitate the compensation review process for these positions.
  • Analyze workforce metrics reporting on critical or ongoing trends and developing appropriate interventions for correction.

Employee Relations

  • Provide consultative services to all levels of the organization by effectively coaching and supporting employees and leaders through various Human Resource related situations.
  • Interpret policies and procedures ensuring appropriate application with awareness to impact and liability.
  • Conduct thorough investigations in an impartial and unbiased manner ensuring discovery meetings are completed with implicated parties and Just Culture principles are applied.
  • Provide guidance to leaders on determining the appropriate level of disciplinary action to render applying Just Culture principles.
  • Assist with writing progressive disciplinary action.
  • Review termination requests for appropriateness and obtain required approvals.
  • Attend and/or facilitate investigation, disciplinary action, or termination meetings when necessary.

Employee Engagement

  • Work collaboratively with employees and leaders to assess and improve workforce engagement and retention.
  • Identify and promote best practices to improve retention and attract high performing talent.
  • Assist leaders with developing action plans to improve engagement and/or retention indicators. Monitor progress against these plans providing guidance to leaders on adjustments that may need to be made.
  • Sustain a high level of service delivery with employees throughout the employment life cycle.

Performance Management

  • Responsible for managing and supporting the assessment of individual and department performance needs to maximize workforce performance.
  • Assist leaders with developing the appropriate standards of performance and defining accountability for their respective areas.
  • Provide guidance and support leaders with the performance appraisal process.
  • Work collaboratively with leaders to implement performance management strategies to address uncorrected performance deficiencies of employees.

Education and Training

  • Assist with deploying education and training programs as requested.
  • Provide status reports to leadership on completion rates.
  • Ensure established deadlines are met and appropriate action is taken to manage non-compliance.

Regulatory Compliance

  • Ensures organizational activities and operations are carried out in compliance with local, state, and federal regulations as well as laws governing business operations and requirements of accrediting agencies. Conduct periodic auditing for compliance.
  • Maintain in-depth knowledge of legal requirements related to management of employees, reducing legal risks, and maintaining compliance. Partner with the Legal Affairs department as necessary.

Job Accountabilities

  • Identifies ways to improve work processes and improve customer satisfaction. Makes recommendations to supervisor, implements, and monitors results as appropriate in support of the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
