Job Description

Role and Responsibilities

The Head of Regional Aviation Safety - Americas will assist the Head of Global Safety and EMEA Regional Safety - Civil Division in the implementation of a Global framework for a centralized Safety, Quality Assurance and Compliance Monitoring system to enhance Safety, give accurate, timely and pertinent data that will help guide and shape strategic decisions and the Corporate Enterprise Risk Management decision making process. Manage and continuously improve the Global Safety Management System in order to minimize corporate risk, identify specific operational and training risks and ensure centralized data sharing channels are established to create usable real-time data in a standardized manner in conjunction with the Regional Heads of Quality Assurance and Compliance Monitoring and the global training centers.

Essential Duties & Responsibilities

  • SMS Oversight, Risk Identification & Mitigation, Regional coordination, Centre Coordination, Regulator coordination.
  • Manage, in conjunction with the Head of Regional Safety - Maintenance and Engineering, the Corporate Risk Assessment process to identify specific Safety and Training Risks in Flight Operations by establishing data sharing channels with corporate and non-corporate customers
  • Manage the Global feedback system to ensure that deficiencies and non-compliance are identified, root causes analyzed, and appropriate corrective and preventative actions promptly put in place and guide the Centre Safety Managers to enhance safety by identifying relevant risk in training and operations.
  • Manage the global centralized Safety data analysis system to coordinate the Corporate Management of Change policy and to help regional Training Centers identify and evaluate changes to their respective Safety Systems in order to minimize risk.
  • Implement and execute the approved Global Annual Safety audit program to ensure ongoing Compliance with Regulatory and Corporate Standards.
  • Act as Deputy Postholder, if applicable, for the assigned region and be accountable for the continuous improvement of the Safety Management System across the regional ATO and FTO network.
  • Communicate and coordinate with Regulatory Authorities on Safety matters in conjunction with other relevant internal and external stakeholders.
  • Working Groups, Conferences and Safety Promotion by liaising with the Regional Heads of Quality Assurance and Compliance Monitoring and Centre Safety Managers/Safety Officers to ensure continuous improvement of the system and harmonization of policies and practices, where practical, whilst maintaining Compliance with the applicable NAA regulations.
  • Implement the Global Training Plan for all Safety personnel, in conjunction with the other Heads of Regional Safety, and ensure that all training programs are delivered by the Centre Safety Managers/Safety Officers and that they are trained to be able to conduct their duties.
  • Accountable for the Safety related elements of the assigned region for the monthly Safety and Quality Review Board.
  • Maintain a continuous feedback system to the Head of Global Safety and EMEA Regional Safety - Civil Division with regards the performance and adequacy of the Safety elements of the Integrated Safety, Quality Assurance and Compliance Monitoring System ensuring that non-compliances are identified, root causes analyzed and the appropriate corrective/preventative actions are established.
  • Investigate, where necessary, incidents, accidents and occurrences in conjunction with the Centre Safety Managers/Safety Officers.
  • Assist the Head of Global Safety and EMEA Regional Safety - Civil Division in the development of the annual Safety Performance Indicators in conjunction with the other Heads of Regional Safety.
  • Coordinate and be responsible for, with the other Heads of Regional Safety, a centralized records system for all Safety Documentation as a part of the Integrated Safety, Quality Assurance and Compliance Monitoring system.
  • Responsible for the implementation of a confidential reporting system within the region as required by the relevant NAA's.
  • Coordinate, in conjunction with the other Heads of Regional Safety, the Fatigue Risk Management System and Flight Data Monitoring Programs.

Skills Requirements :

  • Has previous experience establishing or coordinating a fully functioning Safety Management System for Training Organizations or Airlines.
  • Holds/has held an ICAO recognized Flight Crew License to CPL or ATPL level or Instructor Certificate/Rating or holds/has held a qualified Safety professional qualification.
  • Qualified Safety Auditor. - Has thorough knowledge of ICAO, Transport Canada, FAR, CASA, EASA and other NAA regulations (As appropriate to the region of assignment) relating to Safety, Quality Assurance, Training and Operations.
  • IOSA Audit experience desirable
  • Has excellent interpersonal and communications skills, both written and verbal, and the ability to develop strong working relationships at all levels both internally and externally.
  • Has a proven leadership skills and track record of working in a multi-cultural environment. - Is a self-motivated individual with high levels of dedication and commitment capable of running a local and remote team.
  • Must be able to analyze complex Safety, Technical and Operational events and then develop and make sound recommendations that satisfy to the extent possible all stakeholders, including regulators, OEMs, operators, pilots, training organizations, etc.
  • Experience in investigation/evaluation of aircraft accidents/incidents and Human Factors
