How will you CONTRIBUTE and GROW?

The SAFECOR Compliance & Risk Engineer is responsible for monitoring current regulatory requirements applicable to Airgas processes, primarily related to the PSM/RMP regulations governed by OSHA/EPA. The role acts as a resource to the Airgas business lines as they determine applicability and compliance with various regulatory requirements.

Coordinate Process Safety Management (PSM) program implementation improvements via development and/or sharing best practices between different facilities.

  • Provide leadership and guidance for local process safety requirements (e.g. PSM/RMP programs, other state requirements) to ensure compliance and consistency across facilities.

  • Assist in the development of PSM requirements, policies, procedures and best practices in conjunction with Regional businesses.

  • Manages/Updates the Airgas Regulatory Compliance Manual

  • Participates in risk reviews of operating facilities.

  • Identifies and implements tools, methods and indicators to support and measure compliance with policies and progress against objectives of the industrial risk management process.

  • Develops and maintains a communication system to inform employees of regulatory compliance updates and issues.

  • Chairs the Airgas Regulatory Compliance Committee which meets quarterly.

  • Implements a feedback process to capitalize on the experiences of major and recurring incidents and to develop actions to address them.

  • Verifies that the industrial risk management and regulatory compliance activities and best practices have been implemented.

  • Trains employees on risk identification methods.

  • Supports implementation of qualification and certification programs for employees in areas that affect industrial risks.

  • Is entitled to recommend the stoppage of any work activity not in compliance with risk management rules or procedures or with regulatory requirements and to ensure implementation of actions necessary to avoid recurrence of the situation.

  • Participate in Process Safety Event investigations/root cause analyses on an as needed basis. In conjunction with site management teams, track progress of corrective actions where systemic issues are identified.

  • Conducts risk assessment analysis, technical risk reviews, identifies risks, recommends to operational teams actions necessary to lessen risks and ensures the implementation of those actions.

  • Coordinates and leads Process Hazard Analysis (utilizing HAZOP methodology) and Layers of Protection Analysis during Pre-Project, Project execution phases and on existing plants as well.

  • Enforces the application of industrial risk management processes in new business development and investment approvals.

  • Helps business teams to demonstrate know-how in the fields of safety and regulatory compliance.

  • Performs other duties as assigned by management.

Required Education:

  • Bachelor's degree in Engineering (Chemical or Mechanical) or equivalent work experience with PSM/RMP regulatory compliance.

Required Length & Type of Experience:

  • Two to five year experience in the industrial gases industry that has provided the incumbent with working knowledge of core operational and business processes as well as a background of all technologies (ASU, HYCO, cogeneration and CO2) or similar relevant experience.

Knowledge, Skills & Abilities:

  • Must have excellent organizational, written and oral communication, listening and presentation skills including the ability to effectively present and discuss technical information and respond to questions from employees, government agency representatives, and customers.

  • Strong strategic thinking, problem-solving and decision-making skills.

  • Knowledge of Hazard and Operability Studies and Layers of Protection Analysis.

  • Technical competence and process knowledge (Risk or Safey experience a plus).

  • Team facilitation skills: Favor Proposition of New Ideas - Keep Focus.

  • Good computer skills, with working knowledge of Google tools applications.

  • Customer-oriented approach.

  • Demonstrated openness to change, flexibility, and adaptability.

  • Frequent regional travel (up to 30%) to include overnight stays.
