We are currently seeking a Program Management Support - (Total Lifecycle Acquisition Management Services) to support our growing team.

 

Overall assignment description:

The Analysis Services Integrated Program Office (IPA) requires program management support that will assist in carrying out the division’s responsibilities that contribute to NGA’s mission.

 

Responsibilities:

  • Be a self-starter with leadership capabilities and execution of roles and responsibilities with little to no supervision.
  • Require minimal oversight to complete tasks in a timely manner.
  • Support the review, vetting, and approval of acquisition documents such as an Acquisition Strategy Document (ASD), Request for Proposals (RFP), Statement of Work (SOW), Statement of Objectives (SOO), and other acquisition and solicitation documents.
  • Provide project management support with short turn-around projects; development of requirements, project plans, needs assessment, transition planning, and future looking roadmaps.
  • Develop annual budget materials to include RDT&E and Procurement budget justification documents, OSD hearing briefings, and congressional staffer briefs.
  • Reviewing Contract Data Requirements List (CDRLs) for compliance, execution, and program status:
    -Pre-Acquisition, Acquisition and governance artifact generation
    -Guiding program acquisitions through agency governance process
    -Maintaining awareness of Systems Engineering Processes and Artifacts
  • Analyze cost elements in contractor proposals and make competitive range determinations
  • Assist with contract administration, including incremental funding, preparation of cost adjustments, coordination of timely extensions, incorporation of change orders, monitoring of Government property reporting, preparation of contract modifications, and contract closeouts and terminations.
  • Provides technical expertise in the preparation and implementation of International Program Requests for Change (RFCs), including supporting coordination across all stakeholders, integration of document changes, coordination of contracts activities, and verification/validation of all planned changes. 
  • Perform technical assessment of external RFCs, including participation in concept development, supporting red-line sessions, and providing inputs to engineering review and configuration management boards.
  • Establish and maintain interpersonal relationships, as well as handle complaints, settle disputes and resolve conflicts.
  • Have demonstrated strong customer and partner relationship building skills.

 

Required:

  • Active TS/SCI clearance, CI poly preferred
  • Bachelor’s degree in an associated area such as, but not limited to, program management, business, computer science, management, geography, geospatial information systems (GIS), or cartography or equivalent work experience.
  • Minimum eight (8) years of experience and six (6) years of relevant experience.
  • Demonstrated experience in acquisition, acquisition planning, and the development of acquisitions.
  • Experience with agile software development, or the possession of agile certifications such as, but not limited to, Scaled Agile Framework (SAFe) certification.

Desired:

  • Experience with and knowledge of cloud computing technologies. 
  • Experience with Military, Department of Defense, or NGA acquisition. 
  • Experience with agile software development, or the possession of agile certifications such as, but not limited to, Scaled Agile Framework (SAFe) certification.
